The Global Disability Fund (GDF) Strategy 2025–2030 sets out a renewed and ambitious vision to accelerate the realization of the Convention on the Rights of Persons with Disabilities (CRPD) and disability‑inclusive Sustainable Development Goals. Building on over a decade of experience across more than 100 countries, this new strategy moves toward deeper, systemic change, placing persons with disabilities at the center of decision‑making and development action.

The strategy outlines how GDF will drive inclusive change across essential services, accessibility, protection, resilience, and OPD leadership. Through strong partnerships, innovative financing, evidence‑based learning and country‑led programmes, GDF aims to catalyse lasting impact, reaching more than 300 million persons with disabilities by 2030.

Five Strategic Goals represented in a semi-circular hub-spoke model. Goal one is "OPDs Leading the Change: Persons with disabilities, through their representative organizations, drive systemic transformations"; goal two is "Essential Services: equitable access to inclusive health, education, gender-based violence prevention/response, and urban services; Goal three is "Physical & Digital Accessibility: inclusive infrastructure, information, transport, and digital platforms enabling mobility and independence; Goal four is "Support & Protection Services: inclusive gender-based violence prevention, referral and response, care and protection systems, especially for women, girls and marginalized groups; Goal five is "Resilience: inclusive preparedness, response and recovery enabling resilience to climate change, conflicts and humanitarian crises.
