The Programme

In consistence with Uganda’s Vision 2040, the CRPD, building on previous experience and taking advantage of technological advancement and local infrastructure, the proposed programme aims to strengthen the policy environment in Uganda and build institutional capacities for the use of Assistive Technology to ensure Inclusive Education and Access to Information. The proposed programme will establish linkages between Articles 9 on Accessibility, 21 on Freedom of Expression and Access to Information and Article 24 on Education of the CRPD.

The programme adopted a twin-track approach with one track focusing on policy interventions by ensuring that the policy environment becomes more conducive for the use of Inclusive Education and Access to Information.

Approach

The programme adopted a two track approach with one track focusing on policy interventions by ensuring that the policy environment becomes more conducive for the use of Inclusive Education and Access to Information.

This was achieved through the following interventions:

Setting up a national Policy Board and Management Committee
The creation and adoption of a necessary policy for the use of Assistive Technology to ensure Inclusive Education and Access to Information for persons with visual and hearing impairments in Uganda.
In addition, procurement and production guidelines were produced.
The second track focused on the development of educational material in accessible formats and systematically building the capacity of DPOs, key government stakeholders including teachers and information professionals as well as publishing companies on the benefits and means of using Assistive Technology and Inclusive Education materials in the class room to ensure Inclusive Education and Access to Information.
The programme ensured national ownership and participation of local actors by creating a strategic coalition of major stakeholders to access, reproduce, create and distribute and accessible information, in particular educational resources for persons with visual and hearing impairments in Uganda.
