The programme intends to respond to three interrelated systemic challenges faced by persons of disabilities in Guatemala as determined by the findings of the in-depth analysis undertaken for the preceding the Situation Analysis. They are: (i) lack of accurate and disaggregated data on persons with disabilities, which prevents their due access to essential public services and their due participation in decision-making processes that affect their lives, (ii) insufficient capacity of organizations of persons with disabilities and of national human rights institutions to support and monitor the creation of the essential conditions to implement the CRPD in such a way to foster systemic policy change in the long-run, (iii) dearth of capacity for review and monitoring of inclusive SDGs by the main national counterpart in charge of the national sustainable development agenda in the country.
