Global Disability Fund to Host the Resilient and Inclusive Cities Hub

We are thrilled to announce that our Fund has been selected to host the Resilient and Inclusive Cities Hub (RICH). The initiative is seed funded by The German Federal Ministry for Economic Cooperation and Development (BMZ) in line with its role as co-host of the Global Disability Summit 2025, and it is supported by the International Disability Alliance (IDA) as a key partner. RICH is a transformative initiative designed to advance the agenda for resilient and inclusive urban development through stakeholder engagement, collaborative learning, and innovative solutions.

“The cities of the future need to work for everybody, including those with disabilities. Across the world, massive efforts are being made to crisis-proof cities, preparing them for heatwaves, droughts and floods. But all too often, those efforts ignore the needs of people with disabilities. When crises hit, people with disabilities are twice as likely to die, either because they cannot get themselves to safety quickly enough or don’t receive the right support”

Svenja Schulze,

Svenja Schulze, Minister for Economic Cooperation and Development, Germany

“The launch of this initiative comes at a critical time when global and national collaboration is urgently needed to position disability as a key focus in urban development. By promoting inclusive systems, we can empower people with disabilities, fostering greater independence and expanding opportunities for their full participation in society”

The Resilient and Inclusive Cities Hub is committed to ensuring that the world’s growing cities and their inhabitants are better prepared for crises and disasters in the future. This means designing buildings, roads, transportation systems, warning mechanisms, and essential services to be accessible to everyone, including persons with disabilities.

The Hub will be an innovative and catalytic mechanism for multistakeholder engagement, learning, and delivery for resilient and inclusive cities.

On December 5th, Ola Abualghaib, Director of the Global Disability Fund Secretariat, held a meeting with H.E. Mr. Jochen Flasbarth, State Secretary at BMZ, where they had the opportunity to discuss the implementation of this ambitious multi-year initiative. Their discussion highlighted RICH’s pivotal role in the lead-up to the Global Disability Summit in Berlin, scheduled for April 2025 and co-hosted by the German government, the Kingdom of Jordan, and the International Disability Alliance.

The Hub’s workstreams and activities

At national level:

  • Piloting innovative joint programs to foster disability inclusion within large-scale projects aimed at enhancing the resilience of cities, urban areas, and communities. These programs will also focus on scaling successful initiatives at the municipal level.
  • Program activities may include making city services disability-inclusive, incorporating Universal Design Principles, inclusive policy development and budgeting, and ensuring climate adaptation and mitigation projects are accessible.
  • Emphasizing stabilization, adaptation, transformation capacities, and crisis prevention and preparedness.

At global level:

The Hub will also launch interactive initiatives aimed at fostering innovation and collaboration worldwide. Key components include:

  • Innovative solutions: Incorporating new models, policy practices, technologies, behavioural insights, and ways of delivering products and services that benefit persons with disabilities.
  • Capacity Building: Identifying required expertise, standards, and guidance, and delivering training accordingly. Strategies will also be developed to enhance leadership and capacity among OPDs.
  • Curating and Disseminating Resources: Collecting research, guidance documents, toolkits, and case studies focused on resilient and inclusive urban development. These resources will provide practitioners worldwide with actionable insights, such as guidelines for inclusive procurement policies for large infrastructure projects.
  • Knowledge Consolidation: Creating a centralized repository of local and global knowledge, consolidating insights across all workstreams.

By hosting the Resilient and Inclusive Cities Hub, the Global Disability Fund is proud to support the development of cities that are accessible, inclusive, and resilient for all. Together, we can create urban spaces where no one is left behind.
